Tanggung jawab sosial perusahaan dewasa ini menjadi hal yang sangat penting kerena keberadaan perusahaan bukan hanya bermanfat bagi pemerintah dan masyarakat pada umumnya akan tetapi lebih penting harus bermanfaat bagi masyarakat yang berada dilingkungan perusahaan sekitarnya, karena masyarakat sekitar perusahaan yang merasakan dampak negatif langsung dari kegiatan perusahaan. Corporate sosial Responsibility/Commodity Development merupakan salah satu program yang dilaksanakan oleh perusahaan dalam rangka tanggung jawab sosial perusahaan dan merupakan salah satu persyaratan untuk penilaian perijinan perusahaan. Pada kenyataannya program CSR/CD yang dilaksanakan perusahaan kurang sejalan dengan program pemerintah setempat sehinggah sering terjadi tumpang tindih antara kegiatan pembangunan pemerintah dengan program CSR/CD yang dilaksanakan perusahaan.
SARAN
Untuk efektifitas dan efisiensi kegiatan dimana agar tidak terjadi tumpang tindih kegiatan pemerintah dengan kegiatan perusahaan dianjurkan kepada pihak perusahaan untuk melaporkan kegiatan yang akan dilaksanakannya kepada pemerintah setempat sehinggah terjadi sinkronisasi kegiatan antara program pemerintah dengan program perusahaan.
PERHUTANI
The history of governance in Java and Madura islands was started in the period of Dutch government followed then by a long development in its management. In 1972 Perum Perhutani became a BUMN (State Owned Forest Enterprise) acted by the Government Regulation Number 15 of 1972 with its working area initially covering the state owned forest resorts in Central and East Java Based on number 2 of 1978, this working area was extended to state owned forest resort in West Java Province. In 1986 Perhutani was once again adjusted as mandated by the government regulation number 36 of 1986 on State Owned Forest Enterprise (Perum Perhutani) and was revised by the Government Regulation (PP) number 53 of 1999 on State Forestry Public Corporation (Perum Perhutani). In its operation, Perum Perhutani was coordinated under the Ministry of State Owned Enterprises (BUMN) and received a technical assistance from the Ministry of Forestry. Perum Perhutani represents a large company in reference to the coverage of its managed area, function and variety of activities, organization level and number of employees. The current existing organization has been obviously capable of handling the overall dynamic characteristics of the organization. Each Unit subordinates several Forest Management Unit (FMU) known as KPH, Wood Working Unit Industry known as IPKJ and KPE (Export Handling Unit) led respectively by an Administrator. By considering at those condition and business environment in Indonesia, the company demands a flexible and dynamic organization, Perum Perhutani has separated its forest governance to be handled by the FMU and business management by KBM (self sustainable business unit) led by a General Manager. Human resource management is conducted professionally by a performance and competence based method.
Perhutani vision is To become a sustainable forest manager for the maximum benefits and prosperity of the people. Perhutani mision’s are Managing the forest resources in sustainable way based on its characteristics and watershed carrying capacity, in order to obtain the benefit from woods and non wood forest products, ecotourism, environmental services, agro-forestry and other potential forest resources to leverage profits in supporting continuous company growth, Building and developing modern and professional company, organization and corporate human resource and at the same time empower forest village community through the development of local institution and cooperative or forest village communities and Supporting and participating in country development at national and regional levels actively as well as contributing in solving the common environmental problems at national ,regional and and international levels.
Perhutani Directors in carrying out its duties in support with the standard of corporate governance and best practices of corporate management and is committed to the principles of good corporate governance. Perhutani Directors are responsible for all activities of the governance and performance, the performance of state enterprises as stipulated in Government Regulation Number 30 of 2003. Managing director in 2010 Perhutani is Upik Rosalina Wasrin. Membership of the Board of Directors of the company’s state-owned, while the Board of Trustees was formed by Owner Shares to provide oversight of the management company run by the Board of Directors. Supervisory Board Committees established with a clear assignment of responsibility for implementation. Perum Perhutani as a business entity has committed to apply the principle of Good Corporate Governance (GCG) namely the corporate procedural principle fulfilling some principle such as; transparency, accountability, fairness, self-reliance, reasonability, and free from corruption, collusion and nepotism. To implement the program, the Board of Directors has appointed a GCG team with the main task is to facilitate the acceleration in the achievement of such required principles.
Not less than 5,552 forest rural communities exist side by side with state forest, As a part of the corporate commitment and its social responsibility (Corporate Social Responsibility), Perum Perhutani has collaborate with the communities and other parties in forest governance by means of the collaborative forest management system This system launched since 2001. The sharing spirit in system gives a positive contribution to the communities. Not only the direct benefit for job creation and business opportunity but also they may share the forest produces in the form of timber and non timber products. Until 2008, the value of this profit sharing received by the communities has reached Rp.127,759 billion not including the crop products from forest intercropping system reaching Rp.5.83 trillion per year. The quality of this system is always evaluated and enhanced. Therefore, Perum Perhutani applies a CFMC Plus system, by enhancing and strengthening the purchasing power of the community and improving the community health with a flexible, accommodative and participative ways. The issuance of decision of the Minister of Forestry no. P.50/Menhut-II/2006 dated July 7, 2006 on guidance for business cooperation by Perum Perhutani within the forest resort, and followed up by the decision of the managing director no. 986/Kpts/Dir/2006 dated September 7, 2006 will give more rooms and opportunity for this business development within Perum Perhutani forest area, among others things are packaged drinking water under AIR PERHUTANI brand, and planting and marketing Jati Plus (teak plus) Perhutani with the business partner.
Perhutani implemented CSR programs is very good, but the problem that often arises is the role of local government and the equally Perhutani should empower the people, but the edges are blaming each other who is eligible and must empower people. At least there is agreement that the CBFM is not the only forestry development program, but program development and empowerment of rural community, with all sides of life that can be filled with appropriate programs SKPD duties and functions. implementation of CSR funds Perhutani also been realized with the help of reforestation procurement, goat livestock, organic fertilizer, technical interests and dissemination of forest preservation, and other positive activities that can improve the economy of forest edge community. so here have a positive impact on the surrounding community, but it also helped the government also will increase the community’s economy.
